Job DescriptionUnion County is currently accepting applications for a full time Geospatial Information & Technology Director.
This is a leadership position that will oversee a team of data science and information technology professionals.
Candidate must have the ability to make recommendations related to strategic decisions for overall efficiency of technology for the county by monitoring trends and seeking out updated technology solutions.
The GI&T Director will sit between upper management and the department consisting of geospatial specialists, a system network administrator, a network technician and IT specialist.

Essential Functions:
Directly manages and oversees the department of geospatial and IT employees.
Working together on a regular basis to interact, collaborate, and align their activities and approaches.
Individuals in the group will share best practices, tools, processes, and approaches for building and managing projects.
Develops and implements departmental budget:
monitors expenditures to ensure compliance with approved budgets; applies for and administers grants.
Promotes the value of analytics, data development and data management to upper management and business users.
Identifies and aligns the county's technology strategy, and analytical solutions.
Coordinate a diverse group of individuals, ensure appropriate interaction, and align the outputs that contribute to the county at large.
Oversees development of data, reports, and establish standards for reports and dashboards.
Developing a library of report templates and their embedded data objects on hand for developers to improve efficiencies, encourage reuse, and reduce reporting chaos.
Gathers requirements for developing applications, specifically those that are complex or cross-functional and require expertise to develop.
Delegates less-complex applications to specialists in the respective departments who are more familiar with the people, processes, data, and problems.
Uses a collaborative approach to define and implement standards.
The director collaborates with departments and relays technical information.
Develops plans for implementing changes to include lifecycle plans that identify the order, timing and priority of system changes such as upgrades, new programs, etc.
; researches, tests and recommends products for acquisition; recommends changes to current technology systems or applications in order to meet organizational needs; identifies new processes and alternatives to resolve problems or improve/enhance operations.
Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new products, methods, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
Minimum
Qualifications:
Bachelor's degree in Business Intelligence, GIS, Information Technology, or related field; supplemented by five (5) year(s) of progressively responsible management experience in information technology, geographic information systems development and management, or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Being able to understand a database schema, how its relationship works is vital for projects.
Understanding and familiarity with SQL, a specialized language for updating, deleting, and requesting information from databases that can aid in the resolution of more complex problems.
Basic programming skills for the underlying scripting language in reporting software or knowledge of programming languages such as python, java script, etc.
Should have a general understanding of the theory and application of the most popular reporting software on the market.
Must possess and maintain a valid Pennsylvania driver's license.
